The Flemish government is promoting citizen energy projects with a new support program from the Citizen Energy Advisory Hub (CEAH).

Citizen groups, SMEs, and local authorities looking to develop projects focused on energy sharing, group purchases of solar panels, or reducing consumption costs can submit an application for technical support from September 1st to October 16th, 2026. The program targets initiatives across the entire European Union.
Examples of eligible projects include the collective installation of solar panels in apartment buildings, energy sharing, energy storage, electric mobility such as electric carpooling via a cooperative, and energy efficiency services for households facing energy poverty.
The technical assistance from the Citizen Energy Advisory Hub offers specialized guidance in five categories: financial advice, technical support (feasibility studies, technical design), legal assistance, stakeholder engagement support, and capacity building. This program aims to successfully develop citizen energy initiatives, regardless of their current stage.
The application round is open to energy communities, citizen groups, small businesses, small non-governmental or non-profit organizations, and local authorities. Selected participants will receive up to 40 days of expert, tailored guidance.
More information and registration are available on the European Commission website. The application period closes on October 16th, 2026.
